Job Purpose
The Accountability to Affected Population Officer will be responsible for implementing and overseeing mechanisms that ensure the voices and needs of affected populations are integrated into program design and implementation. This role will focus on fostering trust, transparency, and responsiveness within the communities we serve, with a strong emphasis on PSEA and safeguarding children. The Accountability to Affected Population Officer will report to the MEAL Manager.
Key Responsibilities
Community Engagement:
- Facilitate regular consultations with affected populations to gather feedback and input on humanitarian programs and services.
- Engage with CBOs and other stakeholders on ways to improve voicing them out in our programming.
Feedback, Complaint, and Response Mechanisms:
- Develop and manage accessible feedback and complaint mechanisms to ensure community members can voice their concerns and suggestions.
- Improve the beneficiaries’ feedback and complaint response system and ensure its functionality and timely responses.
- Work with the wider MEAL and Program teams to ensure timely response to submission of complaints received through Violet Syria FCRM.
- Follow up with the Program focal point on any complaint received, to reply to the complainer in a timely manner.
Policies and Procedures:
- Update, Edit, and draft policies related to AAP, PSEA, and Safeguarding and align them with the relevant humanitarian standards, clusters, and donors’ requirements.
- Provide capacity building for new staff and refresher training for the already existing staff and volunteers on a regular basis.
PSEA Implementation:
- Implement and monitor PSEA policies, ensuring that all staff are trained and aware of their responsibilities in preventing sexual exploitation and abuse.
Child Safeguarding:
- Ensure that safeguarding measures for children are integrated into all programs, including conducting risk assessments and developing child protection strategies.
Investigations:
- Follow up on any potential cases related to violations of PSEA and safeguarding policies, reporting findings to donors and partners in collaboration with the CEO.
- Work with partners and donors and facilitate their policies and procurers in following on any potential violation.
Training and Capacity Building:
- Provide training to staff and partners on accountability principles, community engagement, PSEA, and child safeguarding best practices.
Monitoring and Evaluation:
- Collaborate with the M&E team to incorporate feedback from affected populations into program evaluations and adjustments, with a focus on PSEA and child protection outcomes.
Reporting:
- Prepare regular reports on community feedback, accountability initiatives, and PSEA and safeguarding actions, highlighting successes, challenges, and recommendations for improvement.
- Document lessons learned and best practices on AAP to support reporting requirements and continuing learning.
Collaboration:

Work closely with other program teams to ensure that accountability measures, PSEA, and child safeguarding are integrated into all aspects of project implementation.

Commitment to implementing policies by taking them into account when planning and designing activities, as well as when receiving complaints or noticing issues related to this matter, and fulfilling their obligation to report them directly through designated channels or directly to senior management. Raising awareness among designated staff about the child protection policy and the protection from sexual exploitation and abuse, as well as the reporting mechanisms and how to handle them.
Note: the above-mentioned key responsibilities / accountabilities are illustrative ones. Other future responsibilities/accountabilities may be assigned to the job depending on the department’s organizational chart.
Qualification (Education/Work Experience)
Essential:
- Bachelor’s degree in social sciences, international development, humanitarian studies, or a related field.
- Minimum of 3 years of experience in information management or data analysis, preferably in a humanitarian or development context.
- Excellent communication and interpersonal skills; ability to build trust and rapport with diverse community members.
- Proficiency in English is required; knowledge of Arabic is highly desirable.
Desirable:
- More than 5 years of experience in the humanitarian and/or development sector.
- Ability to work under pressure and manage multiple tasks effectively.
- Strong understanding of humanitarian principles, accountability frameworks, and participatory approaches.
