Syrian Center for Media and Freedom of Expression (SCM) is an independent non-governmental, non-profit organization. We seek to build a society that guarantees freedom of expression and belief, human rights, and justice. Our vision is a democratic world based on justice, freedom, equality, and respect for human rights and dignity.

Within the framework of the work of the Syrian Center for Media and Freedom of Expression (SCM) in building a society based on respecting and protecting the right to free expression of opinion, and supporting media work and upgrading its, the media and freedom program in the SCM plans to conduct a training to enhance the journalist’s capabilities in the field of

“Digital Security and Data Security”

Therefore, SCM is seeking a trainer to prepare and implement virtual (online) training for 30 female journalists (two training groups) by the attached terms of reference.

Terms of Reference

Purchase of services (Trainer)

1. Training Title:

“Digital and Data Security, and Defending Against Online Harassment”

2. General Objective:

To strengthen the capacities of women journalists in the fields of digital security, data protection, and combating online harassment.

3. The Detailed Objectives:

1. To introduce the concepts of digital security and data protection.
2. To provide tools and means that promote safe digital practices tailored to journalistic work.
3. To enhance the capacities of women journalists in digital security and data protection.
4. To strengthen the ability of women journalists to combat online harassment.
5. To raise awareness of the types of cyber threats targeting female journalists, especially in security-sensitive contexts.
6. To build participants’ capacities in using secure networks, encrypted applications, and personal data management strategies.
7. To create a participatory space for sharing practical experiences and exchanging knowledge on digital protection mechanisms and responses to threats.

4. Target Group:

1. Women journalists from various types of media (visual, audio, and written).
2. From different regions across Syria and neighboring countries.
3. The priority will be given to participants who have been subjected to digital attacks, electronic threats, or gender-based violations.

5. Qualifications and skills required:

1. A university degree at least, preferably in a relevant field (preferably in digital security, or any related field)
2. Demonstrated experience in delivering similar training (minimum of three years).
3. Proven technical expertise in using digital security tools and applications to meet media needs and digital security requirements, such as encryption, identity management tools, passwords, privacy, tracking avoidance, and privacy settings on social media platforms.
4. Ability to identify vulnerabilities and address them.
5. Specialization in digital security and data protection.
6. Ability to provide practical, hands-on applications.

Excellent training skills (developing training materials, effective communication, feedback, evaluation, and reporting)

المركز السوري للإعلام وحرية التعبير مؤسّسة مدنيّة مستقلة غير حكومية وغير ربحية. تعمل على بناء مجتمع يضمن حرية التعبير والاعتقاد وحقوق الإنسان والوصول إلى العدالة. رؤيتها هي عالم ديمقراطي قائم على العدالة والحريّة والمُساواة، يحترم كرامة الإنسان وحقوقه.

وضمن إطار عمل المركز السوري للإعلام وحرية التعبير (SCM) في بناء مجتمع قائم على احترام وحماية حق التعبير الحر عن الرأي، ودعم العمل الإعلامي ورفع سويته، يخطط برنامج الإعلام والحريات في المركز السوري للإعلام وحرية التعبير إلى تنفيذ تدريب لتعزيز قدرات الصحفيات في مجال:

الأمن الرقمي وأمن البيانات

وبناءً عليه فإن SCM تبحث عن مدرب/ـة لإعداد وتنفيذ التدريبات افتراضياً (أونلاين) التي ستستهدف 30 صحفية (مجموعتي تدريب) وفقاً للشروط المرجعية المرفقة.

الشروط المرجعية للتدريب

1.اسم التدريب:

“ الأمن الرقمي وأمن البيانات ومكافحة التحرش الالكتروني“

2. الهدف العام:

تعزيز قدرات الإعلاميات في مجالات الأمن الرقمي وأمن البيانات ومكافحة التحرش الالكتروني.

3. الأهداف التفصيلية:

1. توضيح مفهوم الأمن الرقمي وأمن البيانات.
2. تقديم أدوات ووسائل تعزز الوصول لاستخدام رقمي آمن للبيانات وبما يتناسب مع العمل الإعلامي.
3. رفع قدرات الإعلاميات في مجالي الأمن الرقمي وأمن البيانات.
4. تعزيز قدرة الإعلاميات على مكافحة التحرش الالكتروني.
5. رفع الوعي بأنماط التهديدات السيبرانية التي تستهدف الصحفيات، خاصة في السياقات ذات الحساسية الأمنية.
6. بناء قدرات المشاركات على استخدام شبكات آمنة، وتطبيقات مشفرة، واستراتيجيات إدارة البيانات الشخصية.
7. خلق مساحة تشاركية لعرض تجارب عملية وتبادل الخبرات حول آليات الحماية الرقمية والرد على التهديدات.

4. الفئة المستهدفة بالتدريب:

1. إعلاميات من مختلف وسائل الإعلام (المرئية، المسموعة، والمكتوبة).
2. من مختلف مناطق الجغرافيا السورية ودول الجوار.
3. تعطى أولوية للمشاركات اللواتي تعرضن لهجمات رقمية، أو تهديدات إلكترونية، أو انتهاكات تتعلق بنوعهن الاجتماعي.

5. المؤهلات والمهارات المطلوبة للتدريب:

1. شهادة جامعية على الأقل في مجال ذي صلة (يفضل في الأمن الرقمي)
2. خبرة يمكن إثباتها في تنفيذ تدريبات مماثلة (ثلاث سنوات على الأقل).
3. خبرة تقنية مثبتة في استخدام وتوظيف ادوات وتطبيقات الحماية الرقمية بما يتناسب مع احتياجات العمل الإعلامي ومتطلبات الامن الرقمي مثل التشفير و أدوات إدارة الهوية وكلمات المرور وتجنب التتبع والخصوصية على وسائل التواصل الإجتماعي.
4. القدرة على تحديد مكامن الخلل والعمل على معالجتها.
5. التخصص في الأمن الرقمي وأمن البيانات
6. القدرة على تقديم تطبيقات عملية.
7. مهارات تدريبية ممتازة (إعداد حقائب تدريبية- التواصل الفعال- التغذية الراجعة- التقييم -كتابة التقارير).
