Call for consultant – Endline evaluation MAnU 2.0

For our MAnU 2.0 project, Mwanamke Amani na Usalama (Women, Peace and Security in Swahili) we are currently seeking a qualified evaluation partner to conduct an endline evaluation. This assessment will measure our initiative’s impact, sustainability, highlight successes and areas for improvement, and guide our future programming. Interested consultants, firms, or research institutions are invited to submit proposals outlining their approach, budget, methodology, and qualifications.

About MAnU 2.0

The MAnU 2.0 consortium, composed of Mensen met een Missie (MM, lead), CARE Nederland, and Synergie des Femmes pour la Paix et la Reconciliation des peuples des Grands Lacs (SPR), along with local partner organizations in Burundi (CEJP, CDJP Bubanza, GROFERVE, CARE Burundi) and the Democratic Republic of Congo (DRC) (4 CDJP structures, 3 women’s networks including Sauti ya Mama Mukongomani (SMM) and DIOFAP, the Children’s Parliament PARDE, and CARE RDC), are jointly implementing a five-year programme (2021-2025). The programmes’ objective is to ensure that women and girls participate significantly in conflict mediation, prevention, and resolution, protection, and peacebuilding within the framework of the Dutch National Action Plan for UN Security Council Resolution 1325 in collaboration with the Dutch Ministry of Foreign Affairs. The programme combines three complementary and cross-cutting strategies (awareness and reflection, capacity strengthening, lobbying and advocacy), targeting four key groups: women and girls (leaders), men and boys, religious and community leaders (informal power holders who can drive and influence change), and local, provincial, and national authorities (formal power holders). By combining these strategies, the MAnU 2.0 programme contributes to achieving:

  • Equitable leverage; significant participation of women and girls in decision-making and peace consolidation;
  • Transforming harmful norms, and;
  • Enhancing protection.

For the MAnU 20 programme, baseline and midline studies have been conducted to measure progress and effectiveness of MAnU 2.0 work undertaken around womens participation, the validation of the theory of change (ToC) and to gain insight in the programme’s impact. For the current endline evaluation of the MAnU 2.0 programme a Terms of Reference is set up, and we invite proposals from suitably experienced consultant(s) to conduct the evaluation. The endline evaluation’s aims is to assess the effectiveness of MAnU 2.0’ s approach to advance in womens participation, the transformation of harmful norms and the protection of women as well as measure the coherence of MAnU 2.0 with other initiatives working on Women, Peace and Security, and the sustainability of the programme, after 2025
