Purpose of the document
This document is intended to brief a consultant to create a film showcasing Oxfam Novib’s climate work

Background

While the wealthiest in the world contribute most to climate change, It’s the poorest and most marginalized who pay the highest price. The richest countries, corporations and individuals most responsible for the climate crisis are failing to pay for the harm climate change is causing around the world, even fiercely resisting progress toward real solutions.

Oxfam’s Climate strategy is ultimately about system change – challenging the current global economic model that puts profit and greed before people and the planet. A system that is creating multiple crises –climate breakdown, spiraling economic inequality, gender injustice, and humanitarian disasters – interlinked crises that are reaching a crescendo. A system that is perpetuated and controlled by the richest and most powerful countries, people, and corporations, and leaves women, racialized groups, and the poorest at the bottom of the exploitation spectrum.

Context
The climate crisis is not a singular issue—it is deeply intersectional, touching every aspect of our lives and exacerbating existing inequalities. It is a crisis of justice, disproportionately impacting those who have contributed the least to it while benefiting the wealthiest and most powerful. From economic systems that drive overconsumption and corporate greed to gendered and racialized disparities in climate vulnerability, the climate crisis is a structural problem that requires systemic solutions.

Oxfam has been at the forefront of this fight, working from the ground up to shift power and drive change. We partner with grassroots movements and frontline communities to build intersectional climate campaigns that reflect the lived realities of those most affected. Through collaborations with climate activists and movements we are amplifying marginalized voices and fostering collective action across regions and sectors.

Recognizing the evolving nature of the crisis, we continuously adapt our strategies—learning from frontline defenders, climate justice advocates, and the communities leading resistance efforts. Crucially our approach is evidence-based, leveraging rigorous research and data to expose the widening inequalities deepened by climate change. By bringing to light the stark reality of climate-driven displacement, food insecurity, and economic precarity, we are making an undeniable case for urgent, transformative action.

Oxfam’s commitment to climate justice is not just about policy change—it is about dismantling the systems of exploitation that drive climate breakdown and perpetuate inequality. Through research, advocacy, and grassroots partnerships, we are working to ensure that those most responsible for the crisis are held accountable and that real solutions—rooted in justice and equity—are put at the center of global climate action.
