HALO Syria has been operating since 2016, delivering humanitarian mine action activities, including survey, mine clearance and explosive ordnance risk education. The programme is currently undergoing an expansion phase due to the fall of the Syria government which has provided opportunities for humanitarian mine action operators to work in country. HALO Syria is responding to the humanitarian crisis in the country and seeking a competent Database Officer to support our efforts.
About the Role
The GIS Officer is primarily responsible for the management, maintenance and analysis of programme GIS operational data, and the production of accurate, informative mapping to assist humanitarian demining operations. The GIS Officer will, after training, be expected to fully grasp the range of HALO mine action operational activities and the relevant data and information produced.
Candidates with a higher degree of technical skills and experience related to geospatial technologies and mapping are preferred.
The GIS Officer is responsible for:
- Production of maps, infographics and other data visualization to accompany donor reports, presentations and for other external publications and uses.
- Management of GIS data in HALO’s Global Operations Information Management System (GO-IMS).
- Maintaining and updating programme Web GIS maps and expanding capabilities
- Ensuring spatial data is timely and accurate in Desktop, Web and Mobile GIS environments
- Support teams in field with offline maps and imagery access
- Sourcing, processing and analysing remote sensing data such as satellite and drone imagery.
- Supporting automated and semi-automated data flows for drone imagery data.
- QA/QC of operational field data and working with operations to improve the quality of data flow
- Design and maintenance of programme databases and datasets as required.
- Designing and implementing training sessions in the use of physical and digital/mobile data collection and mapping tools and techniques for field staff using ArcGIS Survey123
- Training and supporting teams on use of Trimble GNSS receivers for spatial data collection in the field
Who we are looking for:
Essential
- Syrian citizen
- Excellent spoken and written English and Arabic.
- Bachelor’s degree in GIS, information systems, computer science or related discipline. Lower level of education with relevant experience may be considered.
- Expert knowledge and experience in the use of Desktop GIS software, especially Esri tools such as ArcGIS Pro & ArcMap
- Basic knowledge of Web GIS tools such as ArcGIS Enterprise and ArcGIS Online
- Basic knowledge of Mobile GIS tools such as ArcGIS Survey123, ArcGIS Field Maps, Kobo or equivalent.
- Strong GIS map production skills
- Experience with remote sensing and imagery organization, hosting and analysis
- Experience and knowledge of database management systems with skills in PostgreSQL (or Microsoft SQL Server, MySQL).
- Experience in managing large datasets and relational databases
- Excellent interpersonal and analytical skills with meticulous attention to details.
- Ability to work effectively in a team in a culturally diverse environment.
- Ability to work well under stress and in a fast-paced environment.
- Excellent time management skills and ability to multi-task and prioritize work.
- Strong organizational, planning, and problem-solving skills.

Desirable
- Knowledge of Business Intelligence tools such as MS Power BI
- Knowledge of Extract-Transform-Load (ETL) and data manipulation tools such as FME
- Experience within INGO or commercial sector.
