Armed Conflict Location & Event Data (ACLED) is a disaggregated data collection, analysis, and crisis mapping institution. The ACLED team collects conflict information; conducts analysis to describe, explore, and test conflict scenarios; and makes both data and analysis open for free use by the public. ACLED’s work is regularly used to inform journalism, academic research, and public discourse on conflict, and to support practitioners and policymakers. ACLED is the highest quality and most widely used real-time data and analysis source on political violence and protest around the world.

The role

ACLED is recruiting a Head of HR to oversee ACLED Human Resources. The Head of HR will supervise such processes as recruitment, talent life-cycle and management, retention, professional development, onboarding and offboarding, staff experience and well-being, and act as a strategic advisor to the Chief of Operations and other leaders of the organization. This is a full-time position reporting to the Executive Office.

This position is fully remote and can be done from any location with reliable internet service.

Specific roles and responsibilities

The Head of HRwill be responsible for the following:

  • Serve as a key advisor to the Chief Operating Officer on all matters related to Human Resources.
  • Evaluate and provide input on the administrative and operational goals, strategies, and structures of the HR department.
  • Oversee HR policy compliance and development, and day-to-day procedures.
  • Ensure compliance with employment laws, workplace policies, and organizational culture goals.
  • Manage HR platforms and vendors, including professional employment organizations.
  • Manage employee relations, performance management, staff well-being, and professional development programs.
  • Work closely with the Finance department to ensure alignment on budgetary matters related to HR activities, including compensation, benefits, and staffing costs-
  • Partner with Finance to ensure proper financial planning for headcount forecasting and labor costs-
  • Facilitate and support a culture of continuous learning and improvement-
  • Direct all HR-related operations regarding digital office management-
  • Direct ACLED staff safety and security policies and procedures in collaboration with the Operations team;
  • Manage certain compliance-related issues and all health-related insurance programs.
  • Other tasks as required by leadership.

Skills and competencies

ACLED is seeking applicants who have the following skills and experience:

  • Minimum of eight (8) years overall of relevant experience working in a non-profit or mission-driven company.
  • SHRM (or similar) certification (required).
  • Experience implementing/administering HR platforms, such as BambooHR.
  • Experience managing safety and security procedures and policies (related to travel protocols) is desirable.
  • Prior experience working with Professional Employer Organization (PEO) and/or Employer Of Record (EOR) is desirable.
  • Experience managing and developing a team of HR professionals
  • Experience in a remote/virtual office environment.
  • Familiarity with payroll systems and processes, ability to address payslip-related questions.
  • Previous experience integrating HR strategies with financial planning.
  • Ability to assess financial risks associated with HR decisions, such as changes in compensation structures, employee benefits, or labor law compliance.
  • BA or BSc in a related field (or equivalent proven experience).
  • Fluency in English.
  • Ability to work independently with minimal supervision to meet deadlines and produce high-quality results in an environment with competing priorities and deadlines.
  • Strong planning, coordination, and management skills.
  • Good judgment and extremely high attention to detail.
  • Excellent written and verbal communication skills.
