Health Delegate Lebanon

Purpose

The purpose of the Health Delegate is to support the achievement of Health Program objectives through coordinating the design and implementation of projects in line with technical standards, field needs and best practices. This is achieved by working in a partnership or consortium modality with the Lebanese Red Cross, as well as other Movement Partners. In addition to technical support to all health projects, the Health Delegate can also be requested to provide specific project management and implementation of any given project.

Strategic responsibilities

– Ensure that Norwegian Red Cross supported health projects are designed and implemented in line with established technical standards and project management methodologies.

– Maintain and develop relationships with technical counterparts of both donors (such as ECHO) and other Red Cross/Crescent partners in Lebanon.

– Support LRC project teams in thematic frameworks and relevant technical standards and support the operationalization of those standards.

– Contributes proactively with LRC and PNS technical teams to Norwegian Red Cross global efforts to establish and operationalize technical standards in relevant areas.

Operational responsibilities

Management:

– Provides technical support in the implementation of NorCross supported health projects and ensures standardization and quality assurance towards health service delivery. Monitors Norwegian Red Cross supported health projects in the field and reports on progress through tertiary and yearly reports and complies with established deadlines.

– Ensures reliable data and information collection from all health projects in accordance with Norwegian Red Cross results framework and contributes to the drafting of yearly results reports.

– Engages in Technical Working Groups and strategic discussions on health programming with LRC and Movement partners for efficiency and greater impact.

– Project management of any designated project (such as an ECHO HIP project), in either a bilateral or consortium modality. Thisincludes actively supporting LRC or a consortium to effectively manage and – where necessary – co-develop tools, systems and processes to aid planning, budgeting and monitoring of implementation. Also, to proactively identify and track programme risks and develop mitigation measures in coordination with the Country Programme Manager

Technical:

– Provides technical support to LRC’s Medico Social Sector in the implementation of health projects, ensures quality standards and protocols and high impact health service delivery.

-Conducts joint field monitoring with LRC, supports in technical assessments, provides recommendations and assistance on project improvements, and follows up on their implementation in line with established project agreements and project plans

-Delivers mentoring and capacity-building support to relevant LRC teams on health programming, particularly in Community-Based Surveillance (CBS) and Primary Health Care service delivery.

-Offers liaison and technical guidance to enhance protection and SGBV (Sexual and Gender-Based Violence) measures within primary health care settings.

-Provides strategic and operational input to developing health programmes linked with Cash and Voucher Assistance (CVA) and/or Climate-sensitive modalities.

-Project updates and reports on the HIP project.

Collaboration

NorCross

– Coordination with Country Programme Manager for Lebanon and provision of technical support in relation to NorCross supported health projects. Minuting important meetings and communicating contextual changes, as well as project progress and risks in a timely manager.

– Engage with the Regional Finance Manager and Results Management Coordinator at NorCross Regional Office, to ensure consistent accountability towards NorCross rules and regulations, guidelines and deadlines.

– Regular communication with colleagues at the Programme Support Team, HQ

LRC

– Coordination with LRC Medico Social Sector, DRR, Planning Section, procurement, and finance teams

Movement Partners

– Coordination with German Red Cross for the joint implementation of the HIP Project

– Coordination with PNSs supporting health projects for joint technical support to the Medico Social Sector for delivery of quality assured health services

– Coordination with EU delegation and sharing updates and exchanges.

Mission specific responsibilities

– Strengthens NorCross’s portfolio in primary healthcare and health emergencies (epidemic/pandemic preparedness and response) including baselines, assessments, guidelines and SOP development, procurement planning, capacity building, monitoring and reporting.

– Supports LRC health interventions i.e. carries out needs assessments, quality assures project design, monitoring and evaluation plan, and provides technical support and guidance throughout the project cycle.

– Provides technical and strategic health guidance for upcoming funding opportunities to enhance NorCross’s health portfolio and strengthen its support to LRC.

– Ensure the design and implementation of health interventions are responsive to evolving needs and changing contexts, using an adaptive programming approach suitable for protracted crises and complex humanitarian settings like Lebanon.

– Effectively works with the ECHO consortium to manage the HIP project, and potentially other donors as required.

– Ensure integration health services in Health programming through a result- based approach.

– Trains and mentors relevant Lebanese Red Cross teams on the operationalization of technical standards and supports them in resolving challenges during implementation.

Qualifications

Formal Competence

– University Degree in health-related discipline preferably medical or public health.

– At least 5 years working experience project managing primary healthcare (PHC) and community health projects, ideally in a partnership or consortium modality.

– At least 3 years’ experience in supporting health in emergency programmes including epidemic/pandemic preparedness and response, developing SOPs, assessments, contingency plans, capacity building of teams.

Skill and knowledge/personal qualifications

Skills and knowledge

– Strong skills and demonstrable experience in designing and implementing health programmes in line with technical standards, in a humanitarian context, in a partnership/consortium modality.

– Project management, preferably in a humanitarian/development context, including financial monitoring/reporting, risk management and monitoring and evaluation (M&E).

– Track record of working with humanitarian teams in complex humanitarian settings preferably with previous experience working in MENA region in general.

– Excellent drafting skills including reporting on humanitarian projects with measurable results. – Fluency in English is required. Working proficiency of regional languages is an asset

Personal qualities

– Ability to convince and gain acceptance – Ability to communicate effectively. – Ability to be solution oriented

– Ability to travel extensively in country to locations of varying security and safety levels – Collaborates well with others and supports others in the pursuit of team goals. Creates a stable and re-assuring work atmosphere and is firm and reliable.
