Context
The Labour Mobility and Social Inclusion (LMI) unit in Somalia focuses its interventions on fostering synergies between labour migration and development, by adopting measures to maximize sustainable development outcomes through migration.
One of the largest programmes in IOM is the Migration for Development in Africa (MIDA), a capacity building programme, which aims to strengthen the capacity of government institutions through the engagement of qualified Somali diaspora experts. To date, the programme has placed more than 600 Somali experts’ assignments at various ministries and institutions. IOM has focused on a broad range of sectors, including: Justice, Public Financial Management, Public Works, Health and Education, which are crucial for the economic and social development and the stability of Somalia.
The LMI unit is also committed to promoting greater mobility and to optimizing the benefits of labour migration for the migrants themselves, as well as for both the countries of origin and destination. In this regard, IOM Somalia is working closely with key government institutions to strengthen institutional capacity and support in the formulation of labour migration-related policies, legislation, and effective labour migration strategies.
Under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Programme Manager (LMI), the National Programme Officer (LMI) will be responsible for providing technical support for the planning, coordination, and timely implementation of LMI projects in Somalia.
Responsibilities
- Provide administrative and technical support for the implementation of labour mobility and social inclusion projects, ensuring that the financial, logistical, administrative, and technical aspects align with IOM’s policies, global standards, and relevant grant agreements.
- Coordinate the recruitment and placement of experts across various projects.
- Monitor the security of diaspora professionals during their assignments, in coordination with host institutions.
- Provide frequent security reports, communicate updates, and coordinate medical or security emergency evacuations for MIDA participants, as necessary.
- Maintain contact with IOM’s Safety and Security Unit and track MIDA participants during emergencies.
- Develop and manage a tracking system for MIDA participants, including phone numbers, physical addresses, and other relevant contact information, to ensure prompt communication.
- Monitor capacity-building activities conducted by MIDA experts in supported institutions through field visits and evaluations.
- Organize, facilitate, and implement project activities in line with the work plan. Document and evaluate results, identify bottlenecks or deviations, recommend corrective actions, and implement solutions as needed.
- Organize, lead, and facilitate project-related meetings and workshops, including creating agendas and preparing capacity-building materials.
- Support the development of project work plans and related documents in coordination with LMI Programme Officers, the Programme Manager, project development/monitoring and evaluation staff, the Programme Support Unit, IOM missions, and relevant public and private institutions.
- Identify potential areas for new project development and contribute to proposal drafting by summarizing background information, assessing local contexts, and aligning with LMI strategies.
- Prepare progress and monthly narrative reports on project implementation, highlighting achieved results and success stories.
- Liaise and coordinate with government entities, implementing partners, other IOM units, United Nations agencies, civil society organizations, donors, and other stakeholders to ensure the effective implementation of Labour Mobility and Inclusion (LMI) projects.
- Provide planning, implementation, and reporting support for activities under the project “Enhancing Diasporas’ Operations and Coordination in Humanitarian Assistance for Increased Impact within a Framework for Diaspora Engagement in Humanitarian Assistance – Phase IV.”
- Perform additional tasks as assigned by supervisors to ensure the successful delivery of programme objectives.
Qualifications
Education
- Master’s degree in political, Social Science or Business Administration, International Relations, Law, Labour relations or other related fields from an accredited academic institution; or
- Bachelor’s degree in the above-mentioned fields with two years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience working on institutional-capacity building, diaspora engagement, migration and development issues.
- Managerial experience in Governance and adequate professional experience working on Monitoring & Evaluation.
- Experience in governmental liaison and coordination;
- Works effectively with authorities, stakeholders, humanitarian and development partners.
- Experience in project implementation and budget management.
- Proven experience in fundraising, conceptualization of projects and writing reports.
Skills
- Knowledge of Somalia context and good understanding of Somali diaspora and government institutions.
- Strong computer skills, specifically using MS Office.
- Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse backgrounds.
Languages
- Fluency in English and Somali language (oral and written)
