Education: Bachelor’s or higher

Years of Experience: Minimum 5 years of project management experience managing Security Cooperation

Clearance Required: Security clearance

Job Type:  Full Time, Monday through Friday 8am – 4:30pm

Period of Performance: August 2025 – July 2030

Place of Performance: USCG Headquarters Building, 2703 Martin Luther King JR Ave SE Washington, DC 20593.

Scope:  The Directorate of International Affairs and Foreign Policy (DCO-I) is responsible for advising, informing and assisting the Commandant on strategies, foreign policy matters, and the general impact of USCG programs and operations on U.S. international affairs. DCO-I coordinates all aspects of USCG international affairs activities including the managing and executing the USCG passport and visa issuance program, negotiating agreements, participating in international organizations, training foreign personnel through the United States Government Security Cooperation Training and Education Program, arranging visits by foreign officials, providing technical assistance to foreign governments, and monitoring of USCG personnel foreign travel.

 

Responsibilities: The Candidate will manage the projects day-to-day operations that include:

  • Technical Oversight
  • Administrative Management
  • International Training
  • Financial Management

 

Duties include, but are not limited to the following:

  • Assist in the review, processing, and submission of approximately 20 annual Enlisted Employee Reviews (EER) by verifying EERs for accuracy, proper signature, and submission in accordance with the USCG Pay and Personnel Procedures Manual for members serving in overseas assignments.
  • Assist in the review, processing, and submission of approximately 10 annual Officer Evaluation Reports (OER) by verifying OERs for accuracy, proper signature, and submission in accordance with the USCG Pay and Personnel Procedures Manual for members serving overseas assignments.
  • Assist in the review, processing, and submission of approximately 10 medals and awards annually by verifying all medal and award nominations packages for proper format, accuracy, proper signature authority for level of award, and submission in accordance with the USCG Pay and Personnel Procedures Manual for members serving in overseas assignments.
  • Assist in the processing of overseas Permanent Change of Station and Temporary Duty orders for members departing for and returning from overseas assignments, approximately 15 annually.
  • Develop location specific guidelines describing the various entitlements that members serving overseas will receive to include, but not limited to, pay, housing, Basic Allowance for Housing, Basic Allowance for Quarters, medical, transportation, commissary privileges, and dependent support resources.
  • Assist in the development, scheduling, and management of Geographic Combatant Commanders (GCC) and Department of State required pre-deployment training for members serving overseas, twice annually overall, applicable to approximately 6 members annually.
  • Participate in bi-weekly conference calls with the USCG administrative support personnel abroad.
  • Organize and coordinate a USCG specific “Welcome Aboard” program for approximately 15 personnel annually to include orientation visits to appropriate program offices at USCG Headquarters, Department of State, and the Department of Defense.
  • Manage, draft and submit all contract deliverables to the Government for review and acceptance.
