Job Summary:

The Senior Gaza Response Officer (SGRO) will play a pivotal role in assessing, coordinating, and executing emergency humanitarian interventions in Cairo and surrounding areas. This position requires an individual with strong problem-solving skills, the ability to act swiftly in high-pressure situations, and a deep understanding of humanitarian needs and response strategies. The ERO will be expected to take proactive decisions, drive response actions, and collaborate with various stakeholders to ensure timely and effective assistance to affected communities.

Key Responsibilities:

Needs Assessment & Analysis:

  • Conduct rapid needs assessments in the field to identify critical humanitarian needs in affected communities.
  • Analyze data from field visits, local authorities, and community leaders to identify gaps in services and resources.
  • Produce detailed reports and situation updates, ensuring that assessments are comprehensive and aligned with international humanitarian standards.

Rapid Response Planning & Implementation:

  • Develop and implement rapid response plans based on needs assessments, ensuring that interventions are timely, appropriate, and aligned with organizational priorities.
  • Lead the design and execution of rapid interventions, including distribution of aid, shelter, WASH (Water, Sanitation, and Hygiene), food security, and health responses.
  • Monitor and evaluate response activities, adjusting plans as needed to meet evolving needs.
  • Manage the volunteers and organize their schedules for visits and distributions.

Coordination & Collaboration:

  • Work closely with local government authorities, UN agencies, and other humanitarian organizations to ensure a coordinated response.
  • Act as the focal point for coordination with internal teams and external partners during rapid interventions.
  • Participate in cluster meetings and coordination forums to advocate for the organization’s response and contribute to the overall strategy.

Logistics & Resource Management:

  • Ensure effective and efficient use of resources (human, financial, material) during rapid response activities.
  • Liaise with the team to ensure the timely procurement and distribution of humanitarian supplies.
  • Ensure accurate record-keeping of supplies, activities, and resources deployed during rapid responses.

Security & Safety:

  • Ensure that all rapid response activities are carried out in compliance with safety protocols and security procedures.
  • Regularly assess security risks and provide input into security planning to ensure staff safety and protection in high-risk areas.

Capacity Building & Mentorship:

  • Support the training and capacity-building efforts of staff and partners involved in the rapid response.
  • Provide guidance and mentorship to volunteers and rapid response team to strengthen their ability to respond to emergencies effectively.

Key Qualifications:

  • Education:
  • A degree in humanitarian studies, international relations, social sciences, or a related field.
  • Experience:
  • At least 3-5 years of experience in emergency humanitarian response, preferably in a field-based role.
  • Proven experience in conducting needs assessments and designing rapid response strategies.
  • Strong understanding of humanitarian principles, cluster systems, and rapid relief operations.
  • Familiarity with the Gaza context, including its political, social, and security environment, is a significant advantage.
  • Skills & Competencies:
  • Proactive and decisive, with the ability to make quick, well-informed decisions under pressure.
  • Strong planning, organizational, and time management skills with the ability to manage multiple tasks and priorities in a fast-paced environment.
  • Excellent interpersonal and communication skills; able to work effectively with diverse stakeholders, including government agencies, NGOs, community leaders, and donors.
  • Strong problem-solving abilities and flexibility to adapt to changing conditions in an emergency setting.
  • Fluency in English and Arabic (both written and spoken) is required.

  • Ability to work independently and as part of a team.
  • Cultural sensitivity and understanding of local community dynamics.

Working Conditions:

  • This position will be based in Cairo, Egypt, with frequent travel to affected areas as required.
  • The Senior Gaza Response Officer will be expected to work in high-pressure environments and may need to adjust to rapidly changing conditions during an rapid response.
  • Occasional evening and weekend work may be required depending on the urgency of the response.
