Senior Procurement Audit Project Manager

Project Summary:

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.

Position Summary:

Tetra Tech is recruiting for a Senior Procurement Audit Project Manager whowill be responsible for leading and managing the entire audit process for procurement and delivery of material assistance to Ukraine’s energy sector. The Senior Procurement Audit Project Manager will oversee the audit team, provide key project procurement audit assessments, conduct inspections of delivered equipment and materials, and ensure compliance with contract agreements between Tetra Tech and selected vendors to support adherence to delivery times, technical and quality specifications, and delivery to end-users. The audit function is essential, particularly as Tetra Tech is defining the checks in our processes which will ensure compliance and transparency. This role demands a blend of project management, audit, and procurement process expertise. The role of Senior Procurement Audit Project Manager is instrumental in ensuring that the organization’s procurement activities are conducted efficiently, ethically, and in compliance with regulations. This position will report to Tetra Tech’s Vice President, Contracts and Legal.

Position Responsibilities:

  • Plan and execute the procurement audits, review, and assess procurement working process, policies, and procedures, examine procurement records, contracts, and documentation.
  • Conduct risk assessments related to procurement activities, ensure compliance with procurement laws, regulations, and organizational policies. Identify potential areas of risk, fraud, or non-compliance, and recommend corrective actions.
  • Ensure transparency, compliance, and efficiency in procurement processes by periodically reviewing contracts, policies, and practices to identify weaknesses or inefficiencies. This includes evaluating vendor relationships and internal controls, ensuring adherence to Tetra Tech regulations, and drafting audit reports with recommendations for improvements to enhance the overall effectiveness of procurement activities and minimize risks.
  • Collaborate with third party monitors and external auditors if an independent external audit is conducted. Share relevant information and reports to facilitate the audit process.
  • Maintain effective communication with procurement staff, vendors, beneficiaries and final recipients of goods, equipment, and services.
  • Analyze procurement performance metrics, conduct interviews with procurement personnel and stakeholders, generate audit reports with findings, recommendations, and action plans.

Required Qualifications

  • Bachelor’s degree in relevant field
  • 15 years of audit experience, with at least seven years field experience serving as Procurement Manager, Operations Manager, Internal Auditor, or in similar role/capacity
  • Excellent organizational skills to meet deadlines, strong communications skills – both oral and written, detail-oriented, ability to work independently
  • Fluency in English
  • Ability to handle a high volume of large complex tasks

Preferred qualifications

  • Master’s degree
  • Experience supervising staff
  • Working knowledge of Ukrainian or Russian

Line Management Responsibility: This role will be responsible for overseeing the Procurement Audit Project Manager and theProcurement Audit Coordinator.

Physical Demands and Work Environment: This will be a hybrid position, but will require frequent, regular attendance at the office in Kyiv, and may entail occasional travel within Ukraine for interaction with local stakeholders.
