Strategic Communications Capacity Building Trainer

Job Description

The International Organization for Migration (IOM), alongside UNICEF and the Government of Iraq, is leading the UN-GoI Technical Working Group (TWG) on the return of Iraqis nationals from North-East Syria. This Technical Working Group enables ongoing discussions, coordination and direct/technical assistance to the Government of Iraq on the return process, which includes strategic communications approaches to strengthen information sharing on the process and minimize misinformation and/or backlash.

Therefore, IOM Iraq is looking for a strong candidate with a strategic communications background and capacity building expertise to design and deliver technical workshops on strategic communications projects in reintegration/PVE/social cohesion settings, focusing on building skillsets, knowledge on the tools and mechanisms of strategic communications approaches at a local level.

The consultant will work under the overall supervision of the Chief of Mission of IOM Iraq and the direct supervision of the Technical Working Group Coordinator.

The consultant will be responsible for the development and delivery of training, capacity building and short-term mentorship of civil society partners working on strategic communications efforts linked to the return and reintegration file in Iraq.

Responsibilities

The consultant will be responsible for delivering the following key outputs, as detailed below:

  1. First deliverable: Review of reports and material linked to return and reintegration efforts from NES, focusing on information flows and strategic communications efforts. KIIs with key staff or partners working on communications for NES returns. Consultant will write a short report planning their approach to training, delivered 2 weeks after the start date of the contract
  2. Second deliverable*:* Development of training packed (English/Arabic) that can be used for civil society organizations developing projects on strategic communications in reintegration, PVE or social cohesion settings, covering project design, sample interventions and risk management. working on reintegration, social media and media effort.Six Weeks into consultancy.
  3. Third deliverable: Deliver training workshop, to the CSOs actively working on the Strat comms topic and actively working in their locations. Eight weeks into the consultancy.
  4. Fourth deliverable: Provision of a short-form final report for the consultancy, with recommendations for future engagement and support to CSOs and other stakeholders. Ten weeks into the consultancy.
  • The final deliverables and timelines will be decided in consultation with the direct supervisor, before the start of the assignment, and the order of delivery of the above products can be altered in discussion with the hiring manager.

Qualifications

  • Master’s degree in Communications, Journalism, Social Sciences, Law, International Development, or a related field.
  • A minimum of 5-7 years of experience in humanitarian, conflict, or development contexts.
  • Experience in strategic communications within PVE, humanitarian, and development settings.
  • Proficiency in Arabic is required.
  • Experience and knowledge of the Iraqi context is desirable
