WORK CONTEXT
CESVI is an independent Italian humanitarian organisation, founded in Bergamo in 1985. CESVI operates worldwide to support the most vulnerable populations in promoting human rights and achieving their ambitions, for sustainable development.
CESVI is looking for External Experts joining the Technical Consultants Roster established with the purpose of enhancing organization’s capacity in identified strategic sectors, specifically:
·MHPSS
·Education in Emergency
·GBV
·Nutrition
·WASH
Typical tasks for which CESVI can ask TCR experts support are detailed below.
COORDINATION AND REPORTING
The TCR is managed by CESVI Technical Advisory Services Unit (TAS-U).
The TAS-U was established at the beginning of 2024 with the aim of strengthening the coordination and unified management of technical and thematic experts and key functions for the creation, consolidation and dissemination of knowledge in the organisation. Its main objective is to provide substantial technical support to the programmes. By January 2025, it includes experts in MEAL, Protection and Safeguarding.
TAS-Unit Manager coordinates with colleagues from National and International Programmes departments at headquarters, Regional and Country level to match needs and services from the TCR Experts.
WORK ARRANGEMENTS
Home based with the possibility to travel to CESVI head offices in Bergamo/Milan – for coordination with Technical Advisory Services’ Unit and Programmes Unit members – and abroad to CESVI Country Offices.
JOB DESCRIPTION
Expert joining the TCR can be mobilized to provide support to CESVI according to the needs of the whole organization or specific needs of Regional or Country offices.
According to the specific assignment, the TCR’s Experts can be required to provide critical support to CESVI in the following areas:
1. Programme/project development support
(examples, not exhaustive) Donors’ identification and lead the overall design of WASH strategy definition at Global/Regional/Country level; provide technical and operational support throughout all stages of CESVI’s WASH-related programming; development of concept notes and proposals for water access interventions sanitation hygiene promotion and solid waste management program in line with CESVI’s expertise and cluster guidance; identification and assessment of potential partners and/or technical third parties both International and in Country.
2. Technical Backstopping to country offices and programs
(examples, not exhaustive) Technical oversight and support for implementation of activities on ongoing projects; enforce the quality of WASH program in line with the WASH strategy, through development of relevant assessments and SOP.
3. Thought and practice leadership
(examples, not exhaustive) Delivering technical training to CESVI HQ and Country Missions’ staff; providing supervision to national and international technical staff; performing technical evaluations to WASH staff in coordination with CESVI relevant colleagues; providing advice and facilitating the engagement with specialized and technical stakeholders from Research and Academic environments, or other technical Entities (including public ones as Local WASH bodies).
4. System’s strengthening
(examples, not exhaustive) Development of WASH Manual and technical Guidelines, Position papers, Systematizations and Operational Frameworks (including core indicators’ framework); support the capitalization and dissemination of achievements and best practices of CESVI activities in the WASH sector.
REQUIREMENTS
- University degree in water engineering focused on WASH related field including SWM;
- A minimum of 7 years of relevant working experience in delivering technical assistance related to the relevant sector is required;
- Proven knowledge of water engineering and water supply design;
- Proven track record in liaising and collaborating with National and International non-governmental organization as well as International Agencies and Coordination bodies in both humanitarian and development settings;
- Proven field experience in working in conflict or disaster affected contexts and settings.
Depending on the specificity of the position:
- Proven experience in writing and submitting project proposals especially to UN Agencies, EU DG INTPA and ECHO, OCHA, USAID/BHA, FCDO, AICS and other Italian Gov Ministries.
SKILLS
- Autonomy, ability to take initiative and work independently;
- Teamwork and listening capacity;
- Cultural sensitivity and familiarity with multicultural environments;
- Systemic approach to solving specific problems (e.g. when identifying a recurrent problem, propose a systemic solution while fixing it).
- Other languages, preferably French, Arabic and Spanish
WE OFFER
We offer either a contract as a self-employed consultant (for professionals registered for VAT in Italy) or a collaboration contract.

HEALTH SAFEGUARDING
CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage.
